hey we have a guy who does weapon on the ground all the time and blocks with it too, what does that mean. I have ruled that weapon is dead and I think it a form of anviling. so with that what do you all think...
1, is said weapon dead? 2, is this a form of anviling?

like a spear on the ground, now use it to block, or a Quarter Staff with one end on ground.

If he's taking a spear or other weapon, putting one end on the ground and using the shaft or similar to block, there's nothing against the rules and anviling wouldn't apply, unless someone is knocking a striking surface into his body. If it just hits the shaft, it wouldn't be any different if, say, someone hit the blade of your sword to knock it out of the way. I do that all the time. It's a common defensive position for polearms.
Unless he's doing something completely different from this. If he is, please elaborate further, because I have no idea what else you could mean. It sounds to me like he's downspearing.

and also the main reason I ruled dead is that game play was starting to suffer, ie 30 min long bitch secessions but cool I was thinking that Ironside but had no to talk it over with who was not involved.

As long as he's using a striking surface, no reason he couldn't make hits with it. Good luck getting sufficient force, though.
Frankly though, if something stupid is happening regarding it, call 'em dead and sort it out later.

Anviling is when you lay the weapon on your shield or body to block with it.
If my mental image is correct Bill, then I see nothing wrong with it. Planting the glave on the ground so that the tip is on the ground, using it that way to block, then in return sweeping it across so the blade strikes. Or the same thing with a spear but only doing it that way to trip someone up. I would say that's just good defense.
