Everything I needed to make my chainmail I got from farm and fleet. 16ga galvanized steel, pair of needle nose pliers, cutters, metal dowel, vice grips, dust tape.

for the straps? if you plan on making a bunch of shields head out to Menards and pick up some big cargo strap. If you look around should be able to find one that comes with a comealong thats a bit cheaper than just the straps(retarded sales people)
If you want I can sell you some of mine for a few bucks. I've still got about 20' from my last round of shields.
oo, and tandyleather.com

Another option is to go to a boneyard and cut some seatbelts out of junked cars. I can't imagine the price being high.

Do not purchase leather for shield straps. It's too expensive for just shield strap use. Just go down to your local thrift store and by a .50 cent belt and cut that up or use a old belt that you or a family member doesn't use anymore. I've used one belt for three hand shield straps now. Then use car seat belt for the arm strap part of the shield. I have extra if you need some. I just cut out the peices and then cut a tiny hole using a ... something or other knife. Forgot what they are called. It's orange, retractable, and found at any hardware store. Then to expand the size of the holes, just shove your screw thru them. Perfect fit and both the leather and seat belts don't rip for a long time, if ever.
